Telegram objecting the various Provinces raising

Foreign Loans.

Telegrams, which are all in the same private code, have been sent by the President on the 30th. ultimo to the Governors of the various provinces. Their contents are as follows:-

"On account of the recent success in the raising of foreign loans from the five nations, the various provinces which have applied by telegraph to the Central Government for financial fund- assistance should wait patiently for the appropriation of the funds they have applied for. Any loan which has been proposed in any province, but has not been completed on account of any hitch in the necessary provisions or as regards security, should by no means be effected but suspended for the time being, that so all

troubles may be prevented.
